Establishing a New Business within A Business Enterprise Zone

When a new BEZ is established, the sponsor or more popularly known as the business owner of that location submits a list of probable businesses that could be located within their enterprise zone. That list is used to pair up children/students and an application is sent to H 2 E to be evaluated and approved for consideration and funding. Once approved, if funding is required it then is sent to Smart Founders where they put together a business plan, a Performa and present it to AEON Hydra for a funding request. After its approval, the business is created, funded, and started. If funding is not required for the business and it has been funded through other sources, the business plan and Performa are still required. After the plan and Performa are approved by H 2 E, the business is established and started.

An important part of the application process is to have a mentor assigned to children who are to operate the business. This mentor either is already a member of the LEH’s or becomes a member. That mentor is to be an integral part of the business plan and will work with Smart Founders to put that together along with the Performa.

The intended life-cycle of a business starts with 90% owned by the mentor of the LEH, 5% H 2 , and 5% BEZ Sponsor. The founding children after working the business for 2 years will have the option to purchase up to 85% of the business assuming they pass the required certifications for that business. A student who works with the business for 2 – 4 years, in good standing and working full time while not in school, and 12-20 hour a week while in school and attends the H 2 Academy and passes the required certifications for that business will earn credits to be used to buy up to 85% of the business. The 85% will be split by the founding students where the split will be divided by their individual standing in the business. Their standing in the business is determined by attendance, total number of hours worked, grade point at the academy, overall contribution to the business, and community service.
Not wanting to recreate the wheel, if there is a similar request to start a similar business in a different area, the original business shall have the option to establish a franchise and have any new similar business be their franchise. A franchise application will have to be filed with the application for the new business. Smart Founders shall put the franchise model together and the new Performa shall be developed, delivered, and executed once AEON Hydra has funded it if required. If not required, the organization is officially founded.
